I read the preview to Monster and it didn't grab me the way that Pluto did from its first chapter. That's way I think it's the best place for someone getting into Urasawa to start, especially non-manga readers. Pluto is tightly written and has a clear beginning, middle, and end that doesn't seem as intimidating as an 18 or 22 volume series.

Yeah, I managed to read the whole thing in one sitting after reading Vol 1-3, then school picked up for me and I stalled on reading it. I think I loved Pluto because I didn't have to wait to find out what happens next.

I wish I knew how Urasawa does it. There are always manga that have characters who stand out amongst the pack, but manage to lessen how important other characters can be either through hijinks or they are there just to be there. But there always seems to be characters who stand out in Urasawa's manga, and Pluto is a great example, as it seems everyone has a role, no matter how brief their appearances are -- even Robby's wife turned out to have development and influence the story. Admittedly I'm not sure which one a new reader should start with (yeah, Pluto has the length going with it, but Monster, at 18 volumes, isn't quite too bad), but I wouldn't tell them to not read it if they get the chance :)
